President Biden's first major climate-pollution rule, the proposal would cut the use and production of planet-warming refrigerants, known as HFCs, by 85 percent over the next 15 years. HFCs trap heat at a rate thousands of times higher than carbon dioxide, and a global phase down could avert up to 0.5 degree Celsius (0.9 degrees Fahrenheit) of warming by 2100. |
