Health and Human Services Secretary Alex Azar announced a proposed overhaul Tuesday that would increase organ transplants in the United States by 5,000 annually. The federally funded nonprofits that recover organs for transplant would face rigorous annual assessments and be shuttered if they fail to perform. Living kidney donors would receive federal reimbursements for lost wages, child care and eldercare.
