California, Arizona and Nevada — the key states in the Colorado River crisis — have made significant progress toward a possible deal with the Biden administration to conserve more than 10 percent of their combined river allocations over the next three years in exchange for more than $1 billion in federal funds. But thorny issues about compensation and the shape of an ongoing federal environmental review process could still derail an agreement. The parties are rushing to reach a deal before a key deadline at the end of the month. |
