At a climate conference in Egypt, wealthy countries agreed early Sunday morning to help developing nations pay for the catastrophic consequences of climate change. Negotiators approved plans for a "loss and damage fund" that represented a significant shift for the United States, which had previously opposed such financing. But the summit has yet to approve a final deal, and other aspects of the pact did little to put pressure on nations to make deeper cuts in planet-warming emissions. |
