The trip to Ohio was the president's latest effort to highlight funding from the bipartisan infrastructure bill ahead of this year's midterm elections.
The department's inspector general found Zinke had repeated contact with developers about a real estate deal and lied about it to an ethics official. The Justice Department declined to bring charges.
"It's almost a warlike situation," Rio de Janeiro Gov. Cláudio Castro. "All of our teams are mobilized: firefighters, departments and all other state agencies."

There are 24 known locations where the plant grows in Texas and Mexico, though a federal scientist noted that there may be more populations that have not yet been observed.
