"When you just blame everything on climate change then you take all the agency away from local decision-makers to actually deal with the disasters," one of the researchers said.
During a listening tour, EPA Administrator Michael Regan assured residents that Biden is committed to easing pollution. But residents want to see action.
The Biden administration wants half of all new vehicles sold in 2030 to be zero-emissions vehicles, including electric, plug-in hybrid or fuel cell electric vehicles.
