After record rains in Texas, Harvey now menaces Louisiana
More heavy rain is forecast along the upper Texas coast and western and northern Louisiana, but the storm's immediate effects are not expected to be as devastating as its initial arrival in Texas. Up to 30 percent of Harris County in Texas — home to 4.5 million people in Houston and its suburbs — is under water. More than 20 people are confirmed dead.
