Administration officials are preparing a key environmental assessment to say ConocoPhillips can undertake a massive drilling operation, known as Willow, on the National Petroleum Reserve-Alaska. The environmental assessment — a legally required part of the permit process — will identify a "preferred alternative" that allows three well pads, according to two people briefed on the process. Even in scaled-back form, it will release millions of tons of carbon dioxide into the atmosphere. |
