In a rare defiance of the Trump administration, key Senate Republicans joined Democrats Thursday in agreeing to phase down a set of chemicals widely used in air conditioners and refrigeration that are warming the planet.
The move comes after the White House previously proposed a huge expansion of drilling off U.S. coasts. Democratic and Republican governors have resisted offshore oil exploration.
