| Negotiators at the U.N. summit in Glasgow acknowledged that they would not be able to finalize a declaration by day's end laying out the terms for how nearly 200 countries would work to curb greenhouse gas emissions and aid the nations hardest hit by global warming in the years ahead. Delegates agreed to continue meeting overnight to try to work out the remaining differences, including how to phase out fossil fuels and muster the funds required to address the needs of countries most vulnerable to sea level rise, hotter temperatures and more intense storms and floods. |
