A federal judge ruled that the Trump administration acted in an "arbitrary and capricious" manner when federal officials approved Kentucky's first-in-the-nation requirement that low-income people work or otherwise engage in their communities to qualify for the safety-net health insurance. The decision by U.S. District Judge James E. Boasberg vacates that approval and sends the state's proposal back to the Department of Health and Human Services for further review. His action stems from a lawsuit filed in January by three organizations opposed to the profound changes in the insurance program for the poor. Since then, the administration has granted three more states permission to impose similar requirements. |
